1. Project profile

1.2 Project overview and construction scale
The project mainly includes research and development and industrialization building construction and national enterprise technology center transformation project, as well as other ancillary facilities。
R&d and Industrialization building construction project: The building is planned to be built in the west end of the open space of Jian 'an Company, the lot is 11898m2The proposed building is 96m long and 36m wide, and covers an area of about 4500m2The total construction area is about 12000m2The west side has five local layers, and the east side has three local layers。
National Enterprise Technology Center renovation project: The total area of 201 workshop of Jian 'an Company is about 7100m2The overall design of the house, the main design content includes 201 building exterior wall overall transformation and waterproof, strong and weak electricity system transformation, fire facilities transformation, interior decoration, air conditioning and so on。
1.3 Procurement Scope
(1) Feasibility study
Service requirements: Preparation and completion of project feasibility study report (initial set up)。The report shall contain but not be limited to the following contents: combined with the relevant national equipment development planning and enterprise development status, analyze the existing problems, conduct preliminary research on the project construction content and construction plan, and complete the budget preparation。Mainly demonstrate the necessity, feasibility and risk of the project。
* Service standards: The report results shall meet the requirements of the content and depth of the relevant national and local regulations。
(2) Survey part
Jianan Company has completed the detailed investigation and design of geotechnical engineering within the scope of the construction and the investigation and design review, and the design unit does not need to carry out the investigation and design again。
(3) Design part

1.4 Service Term
(1) Feasibility study: submit a draft report to Jian 'an within 40 calendar days after the signing of the purchase contract;After the expert review organized by Jian 'an Company and the expert's review opinions, the revision and improvement of the first draft of the outcome document will be completed within 20 calendar days, and the final outcome document will be submitted。
(2) Design: completion of the feasibility study report (on behalf of the preliminary design) and approval within 15 calendar days after the completion of the project plan design;The construction drawing design shall be completed within 30 calendar days after the approval of the scheme design and the formal construction drawing examination certificate shall be obtained through the joint examination of the construction drawing。

2. Design organization qualification requirements
The design unit shall be established according to law and meet the following requirements:
2.1 The design unit is registered in the People's Republic of China and has a legal and valid business license, tax registration certificate, organization code certificate (or the above three-in-one certificate).。
2.2. The design unit shall have the Grade A comprehensive engineering design qualification issued by the construction administrative department。
2.3 Design units in the past two years (from January 1, 2021 to the date of response deadline, subject to the contract signing time) have similar industrial building and decoration design performance of not less than 2。
2.4. The design unit has good financial status in the past three years: it must provide legal and effective financial audit reports and financial statements issued by accounting firms or audit institutions in the response documents, and the financial statements must include at least the balance sheet, income statement and cash flow statement。
2.5 Reputation Requirements
The design unit undertakes (see the format of the response file format in Chapter 5) that one of the following situations shall not exist:
(1) is included in the list of persons subject to enforcement for dishonesty by the people's court and is within the execution period;
(2) It is included in the list of key concerns stipulated in the Interim Measures for the Credit Management of Bidding and Bidding in the Field of Engineering Construction of Chongqing Municipality, and the score reaches 12 points and is within the validity period of the score;
(3) It is included in the list of disciplinary objects for breach of trust in bidding and bidding in the field of Engineering construction in Chongqing as stipulated in the Interim Measures for Credit Management of Bidding and Bidding in the Field of Engineering Construction in Chongqing and is within the validity period of the score;
(4) The relevant administrative departments of the State and Chongqing (including the city or any district or county) impose the administrative penalty of suspension of the bidding qualification, and within the penalty period;
(5) has been suspended by the relevant municipal industry authorities in Chongqing to undertake new business in Chongqing and within the suspension period。
Design units are required to provide commitments in the qualification section of the response document。If the design unit's commitment to the above terms is inconsistent with the inquiry results, the negotiating team will make a veto response。
2.6 The project does not accept joint responses。
3. The method of determining the contract design unit
This project adopts the comprehensive scoring method。The negotiating team shall comprehensively score the response documents that meet the substantive requirements of the procurement documents according to the scoring standards stipulated in the procurement documents, and recommend three candidates for transaction design units in order of scoring from high to low。
